Spay Neuter Outreach Program
JoCoPETS is a voucher-based program
that reduces the cost to get your cats and dogs spayed or neutered.
The owner is responsible for the co-payment of $75 for cats and $95 for dogs (costs starting May 2026), with the balance covered through grants and donations. There are no financial or geographical restrictions.
The JoCoPETS program is intended to help people who are not able to spay or neuter their cat or dog without financial assistance, and people who are helping homeless dogs, homeless cats, or cat colonies. The program is intended to ease the financial burden of spay/neuter surgeries, so if you can afford the cost and are just looking for a discount, please consider leaving these certificates for those in greater need.
Please note: There can be a very long wait time while we honor current requests and replenish funds. Because of delayed funding and a large number of requests, the wait for a voucher can be ~3 months, and the vet is very backed up, especially for dog spays. If you can wait, we will help you when we can. Otherwise, please explore other options.
We can continue to address new requests as issued certificates expire unused. If you are willing to accept the wait, you are welcome to apply, and we will respond as we can.
If you are not going to use a certificate that has been issued to you, please notify the program administrator so that the certificate can be reissued. This will reduce the wait time for people on the list.
How do I apply for the JoCoPETS program?

The downloaded application form, once filled in, can be emailed to spayneuter@JCAPL.org. You can also mail it to JCAPL – JoCoPETS, PO BOX 607 Smithfield, NC 27577. We will contact you when a certificate is available.
You can also apply for our Neuter-Spay Repay program where you use your own vet and get up to $50 for a cat and $100 for a dog surgery.
What Else Should I Know?
- All spay/neuter procedures are performed at Quality Care Animal Hospital at Four Oaks.
- The co-payment is due on the morning of surgery and includes rabies vaccination.
- Pets that do not bring proof of current rabies vaccination will be required to receive a one-year rabies vaccination. Pets that are current and bring proof of previous vaccination will receive a three-year vaccine.
- Pets must be deemed healthy enough for the procedure by the participating veterinarian, and extra charges apply for aged, overweight, in heat, pregnant or lactating females and cryptorchid males.
